Yes, it means the approval date was in 2009.  

Since you can't give an exact approval date, then all I can do is give you an approximation.

 

USCIS took about 1.5 to 2.5 years to approve the I-130 (filed June 28, 2007 and approved sometime in 2009).  This means your nephew would age out after turning 22.5 to 23.5 years.  Right now, he is 23.5 years old and your sibling's PD is not current in Table A Final Action Dates of the current Visa Bulletin.  Sorry, but your nephew has aged out and is not eligible to immigrate with his parent.  
 

Sometimes a beneficiary may be eligible under Table B to apply for a visa, but age out before the PD becomes current in Table A.  Eligibility for further NVC processing and being able to file a visa application is completely separate from ultimately being eligible for a visa.  This is what happened to your nephew.  

Once your sibling immigrates to the US, they can file a new I-130 for their child.  This would be an F2b case.  He will get a new Priority Date (he can't keep his parent's PD).  It will be another 7 years.  He must stay single until he steps foot into the US with an immigration visa.

What's the date on the I-797c?

If it's from 2007, then that's the receipt for the I-130 and it will not have the approval date.

 

If it's from 2009, then it will tell you that the I-130 was approved and the date it was approved.  

Sorry, but even if the approval date is Dec. 31, 2009, your nephew has aged out.
