There are several posts on the forum explaining how to do it.

Basically you need to send a letter or call the credit agencies asking for a report. They will reply with a letter saying you don't have any credit score/report.

my wife already got her SS# / card  within a few weeks of flying into the US

Yes, she can.  She's entitled to one free per year: https://www.annualcreditreport.com/index.action
