My PD is November 13, 2019. If I don't receive an interview date by November 13, 2020,  can I expedite my case at NVC or the U.S. Embassy in London? Our documents have been conditionally approved at NVC since June but hasn't been sent over to the embassy since I am waiting for my interview date and of course COVID halted everything.

You would need a reason to expedite a case.   A date on the calendar isn't one of the reasons accepted.

If the consulate hasn't opened dates, and allowed NVC to schedule them, then there isn't anything you can do.

I thought if one year has passed, you can request to expedite your case because you haven’t received any further communication. At what point is too long of a wait?

There isn't a maximum time for the NVC to send to the consulate for a documentary qualified case since it is based on openings at the consulate.  Covid19 has messed that up.   It is first done at NVC first out.   If cases after you are moving to the consulate then you need to contact NVC.  Note some people have reasons to ask for an expedite and they have been granted.

What’s so special about nov 13? A year since PD isn’t really a suitable reason, my PD is Oct 2018 and only last week received an email about scheduling an interview..

NVC will not forward your documents to the embassy until an interview has been scheduled.. so it’s entirely up to the embassy.. you can try for an Expidite but will need to have a valid reason and provide proof for the embassy to consider it, if they are taking those types of appointments

What do you mean conditionally approved? Are you talking about being DQ's? have you requested an interview?

I know London i doing expedites right now and rescheduling. All you cab do is request an expedite and see if you get approved. Otherwise you must wait.

No PD has nothing to do with your wait. There are hundreds waiting in line for Mexico and Canada to open up and be sitting at NVC for over a year.

Just request and see. Won't know unless you ask.

Your DQ is June 2020. Looking at schedules you should be in the next batch. I would expect you to get an email early October - perhaps 5-8th October with your date. I HOPE to be in the same batch but expect a November notification for a December interview. That is unless COVID buggers it all up again .....
