I was reading this and I am confused.

 

Therefore, we will apply the public charge final rule to all applications and petitions postmarked or submitted electronically on or after Feb. 24, 2020, including pending applications and petitions.

 

We will not re-adjudicate any applications and petitions that were approved following the issuance of the July 29, 2020, injunction continuing until the date of this notice

Yes. The injunctions only said that USCIS couldn't adjudicate AOS based on the new rule. Which means they couldn't conduct interviews based on the new rule. But it was pretty much unreal that anybody that filed in the past couple months would get an interview so early.

Yes, based on the announcement on that USCIS page, the I-944 requirement seems to be retroactive for all who filed for AOS after Feb 24th, including those who filed while the July 29 injunction was in effect.  If you submitted after Feb 24th but didn't include I-944, I suggest you start collecting the information required for the form to be ready for the RFE.
