our case has been stuck at NVC since may 2020 and they continually blame covid from its failure to send our case to the consulate in ho chi minh city, although Vietnam has had no community cases for two weeks now. would it be worthwhile (or even possible!) to get our case transferred to Cambodia, where regular visa services have resumed? thanks

Just because Vietnam doesn’t have community cases for 2 weeks doesn’t mean the US is ready To send their staff there 🤷🏻‍♀️ Do you have residency in Cambodia? If so then you can request the transfer.

You can't normally consulate shop unless the applicant has legal residence in another country.

So you think once it is rerouted to Cambodia, it will be faster? How about all backlogged cases overthere? Just common sense.

perhaps you should apply some common sense as well. if the consulate in hcm city insists on falling back on the excuse of covid not to resume routine visa services, thus processing no k-1 visas, while ours gets in line in Cambodia making its way through the line, while the only thing continuing to happening at hcm city is the line getting longer and longer as each month passes with more and more excuses put forth why it refuses to resume routine visa services.

I think Cambodia's borders are open with strict entry requirements but nonetheless open.  Vietnam is closed yet to much of the world.   This could be one reason why Cambodia is processing and Vietnam is not.   Normalized travel is one of the criteria for phase 3 reopening

YMMV

This is from the website for the Cambodian embassy.

Entry and Exit Requirements:

  • Are U.S. citizens permitted to enter? Yes

  • All travelers must present a valid visa issued by a Cambodian Embassy or Consulate.  The Government of Cambodia has suspended the e-visa and visa-on-arrival programs until further notice.  In addition, we understand Cambodian Embassies will only accept applications for diplomatic, official, and “sponsored” business-linked visas, and will not issue tourist or other visas to enter Cambodia at this time.

Our petition has been received by the embassy there, but there has been no notification of when visa process will resume to the level it was pre Covid. So we are waiting still. And even if I am able to get in the country, I would be required to quarantine for 14 days.

NVC cant send your petition to US Embassy in Vietnam as they only process IR-1, IR-2, CR-1, CR-2, IR/IH-3, and IR/IH-4 immigrant visa. It is sad that they dont include K1 visa. You might have to wait a little longer than usual with huge backlogs since March 2020.

NVC can't send to the US embassy in Vietnam because the embassy is in Hanoi and the embassy does not do IV interviews.

YMMV

Government workers are allowed into Vietnam if they choose to come here, but who really wants to fly here given having all the red tape to get here. Eventually they will run out of cases for CR-1 and move onto K-1's. Think about it, USCIS has not had many new cases since 1st of April as no one has been allowed in since March 15th, 6 months have gone by. You cannot meet someone if you can't get in here. And you cant get married here unless you are here or got in before March 15th, so the backlog at USCIS and NVC will eventually be caught up. And I read a few days ago over 400 cases of Cr-1 were done in July alone, twice the usual number per month.  They are working on things here albeit still slower than normal. The USA is backlogged just printing new passports because of the virus,  sadly the world we live in may never be the same post covid, even with a vaccine. Good Luck to all!!
