Passport application denial in the Philippines

Hello guys, I just want to ask anyone here that had the same experience that I am experiencing now about my father's paperwork.. So DFA in the Philippines is not issuing him passport because his nationality is Mestizo in his Birth certificate.. His father is Chinese and his mom is Filipino. My father is born in the Philippines and had lived there all his life.. DFA said to get certificate of naturalization from Immigration.. Then Immigration said they don't issue the certificate to individuals who was born after 1972.. My father was born 1954.. They said to get a lawyer and bring it to the court.. I am so frustrated for all of this.. We father's name in his birth certificate got fixed and took almost 2 years to get done. And now his nationality!!!  Anyone had the same experience???

My neighbor in the USA is having a similar issue.  She came to USA 20 plus years ago from Philippines on H1B visa as RN.  She let her Philippines passport expire and back then they didn't have dual citizenship.

 

She went recently to Philippines Embassy in New York and since her father has Chinese Birth Certificate (lived in Philippines) and mother natural born PI citizen and lived in PI entire life, they will not issue her a new Philippines Passport.  She even has her old Philippines passport.  

 

She has tried twice in USA to renew it, they told her she will have to go to Philippines to get it renewed, I suspect once she tries that in Philippines she may get the same run around you are getting.
