My I-129f is at the NVC for a k-1 visa. I have my case ID and invoice number. I’m trying to get into the CEAC website. But it’s saying we need to submit the DS-160 before I can proceed any further into the website. But my fiancé already submitted the DS-160. I also paid the one visa fee to but now I’m thinking I paid something I wasn’t supposed to pay yet. Does anyone know, why this is happening or what to do? Also, do I have to pay fees before the NVC will send it down to the Embassy in Panama?   I’m just really confused right now.

Are you selecting "immigrant" as your visa type? If not, there is your mistake.

Fees do not have to be paid for a file to be sent to an embassy.
