I’m so happy my fiancé can come and get married to me and we can be out of this K visa/travel ban limbo!!! So grateful that the company he worked for got him the resident permit haha! I’ll call the local department tomorrow to make sure, but I’m pretty that’s what it means: resident permits are valid again and people can enter starting from sep.28!!!

Found a non-official translation on the official wechat account:

 

Effective from 0 a.m., 28 September 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need for applying for new visas. If the above three categories of residence permits held by foreign nationals expired after 0 a.m., 28 March 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders’ visit to China remains unchanged. The above-mentioned personnel shall strictly abide by the Chinese regulations on epidemic prevention and control.

You can enter with the visa IF it was issued after March 28, then you can apply for a resident permit IN China. From what I hear, it's not hard for the spouse of a Chinese citizen.

 

Visas issued before March 28 are not valid yet.

Thanks! My wife is going to call the chinese consulate in chicago this week. I assume I'd need a Q visa of some sort?

If you're able to find out which visa you need please let us know. I'm not having any luck getting ahold of anyone in the LA consulate. 

I only have a tourist visa as well and have a feeling I'll need to go to China soon for family issues.

Visa Issued: Mar. 4, 2020, Visa in hand: Mar. 6, 2020

Time: ~359 Days from start to finish

I have heard from two sources that you'll need a Q visa. If your tourist visa was issued before March 28 of this year, it's currently suspended, and I don't believe they are issuing anything other than family, work, or other misc/emergency visas. My wife also said that prior to taking a flight to China you'll also need to go to the consulate a few days before to show a negative Covid test although I'm not 100% sure of that as well, there just isn't a clear unified policy out there I've been able to find.
