Still not required.  If it will give you peace of mind, include a print-out of this page with your I-485 package --

I'm not sure why you keep posting this in various threads, as it's not borne out by my or others' actual, current, first-and experience.

 

I sent my package to the Chicago Lockbox by USPS less than a week ago from the west coast, and it took exactly three (3) days to be fully delivered. No delays whatsoever; 3 days promised -> delivered in 3 days.

 

I do not feel that any ongoing discouragement or warning regarding using USPS to Chicago is warranted. Again, this is borne out by actual, current, first-hand experience.

I-944 isn't currently required.

I believe this is not correct. if I'm not mistaking - USPS is the only post that will have postmarked date that matters to USCIS. In other words - if, for example,  I send it today with USPS and it arrives on October 3rd, but the deadline was october 2nd(when fees increases and some form changes) I'm still ok, because my mail was postmarked with september 21. But if i send it with any other courier service, and it arrives later than october 2nd - USCIS will use the date when they received your application and will reject if applicable(wrong fees, wrong form edition etc.) Someone correct me if I'm wrong.

That's what occurred in Feb. 2020. USCIS was in the wrong since those companies also put shipping date on shipping receipt. After challenging USCIS's wrong interpretation of date, those applicants were able to retain the shipping date as filing date (for previous rule purposes).

 

But it someone files by this Saturday at the fastest speed offered by FedEx, UPS, or DHL it'll arrive way before Oct. 2nd.

Got it! thank you. I hope I will be able to gather everything before october 2nd, but I will be using USPS for sure even if its october 1st haha :)  Worst case scenario they'll send it back for wrong edition/filing fee

If you face a time crunch, what matters is filing at least I-130 and I-485 packets ASAP. If I-485 is filed before 10/02/20 and full I-485 fee is paid, I-765 and/or I-131 can still be filed later without fee. Renewals and replacements are also free in those cases. The decision stays the July 29, 2020, injunction, issued during the coronavirus (COVID-19) pandemic, that prevented DHS from enforcing the public charge final rule during a national health emergency. Therefore, we will apply the public charge final rule and related guidance in the USCIS Policy Manual, Volumes 2, 8 and 12, to all applications and petitions postmarked (or submitted electronically) on or after Feb. 24, 2020. If you send your application or petition by commercial courier (for example, UPS, FedEx, or DHL), we will use the date on the courier receipt as the postmark date.

 

We will not re-adjudicate any applications and petitions that were approved following the issuance of the July 29, 2020, injunction continuing until the date of this notice.

 

If you filed your Form I-485, Application to Register Permanent Residence or Adjust Status, after Feb. 24, 2020, you may be required to file Form I-944, Declaration of Self-Sufficiency. If we receive a Form I-485 before Oct. 13, 2020, that does not have all required forms and evidence, we will request any missing forms and evidence. After Oct. 13, 2020, we will reject your Form I-485 if you do not include the required forms and evidence with Form I-485 at the time of filing.

Yup. And it's pretty much guaranteed that no one benefited from the initial injunction because it wouldn't be probable for an early August 2020 I-485 filer to be approved by now: "We will not re-adjudicate any applications and petitions that were approved following the issuance of the July 29, 2020, injunction continuing until the date of this notice."

Yeah, looks like today's announcement makes the I-944 requirement retroactive for people who filed while the July 29 injunction was in effect.  At least they'll be sending out RFEs, not rejecting the forms, so people can still avoid the fee changes on Oct 2nd.

Yikes... I guess its time to start gathering the documents for that then. I can't say that I'm too surprised, however.

09/25/2020 - Debit Card was charged by USCIS                                                                                                 12/28/2020 - Recieved the I-944 RFIE via e-mail after speaking with a tier 2 officer

09/29/2020 - Recieved text notifications from USCIS with reciept numbers                                                  1/11/2021 - Responded to the RFIE and sent the I-944 to USCIS 

10/01/2020 - Recieved rejected I-765 back                                                                                                           3/3/2021 - Biometrics scheduled for 03/29

10/05/2020 - Recieved physical reciept notices in the mail

10/06/2020 - Sent I-765 to Chicago Lockbox using UPS

10/09/2020 - Package was recieved by USCIS

10/30/2020 - Recieved text notication from USCIS with reciept number for I-765
