Me (the petitioner).

If they approve the expedite, would it still make sense to request a change of venue? We are planning on leaving October 16.

Thats only a few weeks,  even with an expedite i rather doubt an interview before then

YMMV

Fair point.

OK: If I request the expedite whether is it approved/denied - would I be able to request the change of venue afterwards?

Yes, because the petition goes nowhere until you submit the required documents to become qualified for interview.

I hope you realize that without an expedite you are likely looking at a 2021 interview

YMMV

I have all the documents ready to go. Literally just waiting for them to send me the welcome letter. The only document I didn't have was the police certificate - which will be sent directly to the embassy (so I won't be able to upload it).

Yea I'm aware of that - I'm seeing a 2-month-ish processing time on their end from the moment that the application is sent from my end. I prefer being optimistic :) - the I-130 surprised us by many months, hopefully NVC does the same.

It's not only NVC but the size of the queue in front of you.   Since hardly any interviews have occurred sinc March,  the line could be very long

You're right.I was at the US embassy in Dublin two weeks ago after requesting an emergency appointment to register my child since we have the upcoming travel to Israel. I got to say that I was surprised at how quickly they approved and scheduled an interview (the following week). While there, I heard someone being interviewed for their green card - that's somewhat good news, I think? So I was surprised all around.

But that person may have been document qualified from March or April.   They do take in some semblance of order when not being expedited

Touche.

Do you know if there is an interview timeline similar to the I-130 processing timeline?

You might have been able to figure something out  precovid,  but now , who knows.

YMMV

Unlikely you will be DQ (document qualified) by then. Have a look at the NVC thread on the IR-1/CR-1 progress reports to see posts from people currently at the NVC stage and how fast/slow things are moving. It changes all the time depending on workload, staff availability, and so on.

Will do - thanks for the tip. Just to clarify, DQ is once my documents have been reviews and approved by NVC - and the only think that's left from them to do is schedule the interview?

Yes, but a DQd petition can sit at the NVC for quite awhile before an interview is scheduled.  US immigration is simply not a fast process.

Would be great to get your opinions on the following situation as well:

We are planning on leaving Ireland in mid-October to Israel to see family/friends before continuing to the USA. This means that there is a good chance that we won't be in Ireland by the time an interview is scheduled at the embassy. Based on your experience, how difficult would it be to request an embassy change to Israel? Could that create any issues?

If Ireland gets the case and you request a transfer after that, the transfer can take a few months, I think it took 2-3 months for me back in the day.
