I called and was told that the whole "touched" thing is old and not used anymore.  The USCIS seems to be incompetent at best.  There is almost zero visibility on what they are doing animist of the time you ask question the operator just reads a prewritten statement about you still being in the window and they totally blow off your questions.  Good luck.

This is the most frustrating part. We pay an exorbitant amounts of money, because we want to be with our loved ones. But the process takes insanely long, and there is 0 communication.

Completely agree. My husband visited me over Christmas and on his flight home a couple of days ago he was chatting to two Irish students travelling over on a football scholarship... I think it’s great they can still go but It also feels incredibly unfair that spouses have to wait such lengthy periods of time apart...it just doesn’t make any sense. The fact that we can’t even be together while we wait is just insane....

I think you need to call USCIS soon.  I read in another post that you may have to start all over since your spouse is now a citizen and not a LPR.

If you had filed online, you may submit naturalization certificate online under documents. Also, send a cover letter with the status update and copy of either Naturalization cert or a US passport to appropriate lockbox, explaining the situation and crossreference with the Case number.

 

If you happen to be approved before updating with the USCIS, make sure to let the NVC know when they create a case status. So very important! You would need to call them to make sure application was upgraded. No need to file a new petition as you already have I-130 filed and that can be upgraded.

 

in our case we had a follow - to - join petition approved and sadly we could not upgrade when spouse became a citizen, so here we are again, a never-ending journey it seems :)

02-08-2020 - husband flew back to the States

 

02-14-2020 - IV interview scheduled for 03-31-2020

03-15-2020 - pending IV interview cancelled due to COVID

08-04-2020 - US Embassy notified us - not eligible for a follow -to-join immigration route anymore. Spouse has naturalized. Advised to re-start the process with I-130 😯

"2 heart attacks" and a month later....

 

09-08-2020 - applied online I-130 

09-09-2020 - NOA1 sent out 

09-16-2020 - received NOA1 hardcopy, case pending at Texas SC, 

                      Online case status check, shows case pending at Nebraska SC

Now there's even a case with a NOA1 of October 20th that got NOA2 in Nebraska. It all seems so arbitrary.

USCIS online case status checker says being processed at Nebraska Service center, but in an email from USCIS correcting a typographical error, it is headed by the Potomac centre address, so not sure which center it is actually being processed.

Welcome to the club 💕 I’ve been seeing the Nebraska online status vs the receipt saying another a lot across the threads. In my own case my online status says Nebraska whereas the paper copy says Potomac, it’s super confusing.

just giving a datapoint here. 
 

Got my I130 approved on 12/31 with a priority date of 9/23 (99 days), case review started 12/29. 

 

sent to NVC right away and received NVC email already. 
 

To give more context I am a spouse of USC, petition filled right after marriage, she already petitioned someone years ago and age difference is >5y. 
 

No RFE and did everything myself without using an attorney.

Wow, I thought the process times for Texas were higher. But that is not a bad process time. Faster than mine at Nebraska.
