No, she can't. They don't issue K3 or K4 visas any more.

Of course she has to wait. Slow down mother's interview until sister's case catches up. What was the thinking anyways - you just remembered the sister?

I dont think if we slow down my mom's interview because we have trouble with financial . My dad thought that since he is US citizen and if he file a I-130 for his spouse ( which is my mom), will get along with her children even he do not file a I-130 separately. But we contacted NVC and they said we have to file I-130 for my sister. That's why we looking for a way to get my sister ASAP or get along with my mom who still waiting for her interview letter/date

Just checking -- how old is your sister?

 

Don't pin your hopes on 2-day approval at USCIS.  That case is an extreme outlier.

Well USC father filing I-130 will freeze her age so no problems there. All he has to do is file the papers.

Was the sister’s existence acknowledged on the I-130?

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

K-4 is a dependent of a K-3 visa.

K-3 visas are rarely issued any more (5 total last year), and you are past the step where it would even be remotely possible (the I-129F needs to be approved and sent to NVC before the I-130...and the I-130 is already at NVC here).

And even if it was possible, still needs an i130 for the child, which is lacking in this situation still.
