@Skull78000 have you applied for spouse??.. i thought ir/cr1 is exempt from president proclamation...

https://travel.state.gov/content/travel/en/News/visas-news/Proclamation-Suspending-Entry-of-Immigrants-Who-Present-Risk-to-the-US-labor-market.html

confused🤔🤔

The proclamation provides exceptions to its restrictions for certain categories of immigrants, including: certain healthcare professionals, aliens seeking to enter the United States pursuant to an EB-5 investor visa, spouses and children (categories IR2, CR2, IR3, IH3, IR4, IH4) of U.S. citizens, members of the United States Armed Forces and any spouse and children of a member of the United States Armed Forces, and aliens seeking to enter the United States pursuant to an Afghan and Iraqi Special Immigrant Visa.

Routine visas services continue to be  suspended at U.S. posts worldwide as a result of the COVID pandemic, but as resources allow, embassies and consulates may continue to provide emergency and mission-critical visa services.  Mission-critical immigrant visa categories include applicants who may be eligible for an exception under these presidential proclamations, such as: IR/CR1, IR/CR2, IR/IH-3, IR/IH-4, SQ, SI, certain medical professionals, and certain aliens providing temporary labor or services essential to the United States food supply chain, as well as cases involving an applicant who may age out of his or her visa category.  While embassies and consulates may process these types of cases, their ability to do so may be limited by local government restrictions and available resources.  In addition, an applicant’s ability to travel may be impacted by local laws, regulations, and travel restrictions.

this is what I have from the proclamation 10014. Spouse visas are exempt. They probably sent it out by mistake.

Hi, i feel your pain , my friend also got this message from the Embassy for his mother who is over 75 years of age , they say she is also will present risk to labor market, what a nonsense excuse to delay some thing, they should at least go case by case.My case is F2A for my kids 15 and 13 year old , now i am afraid they might say they will pose a risk to the labor market(  yes they will after their graduation Insha Allah). They will keep creating tools to deny visas from our kind of countries , forget now about parents and brothers /sisters....We only can pray for the best ...

Do not think it is a good idea because I did messaged and did not get a respond yet. I think they will get mad if everybody message them for the same thing.
