CEAC status Refused after interview

Two weeks ago we got call from ISL Pakistan embassy to come for emergency interview because our medical is expiring next month. (First interview cancelled in Apr)
 

Last week our interview went well. Few questions only, and gave my wife to form to register to passport pickup. VO said be ready to travel in 2 wks. 
 

now status says Refused (e.g AP)

 

why? Our case is CR-1, nothing I can think of being missed or No 22g form was given.

 

I met all the requirement for the process

AP is technically refused. Everything that happens after the interview is part of AP, and everybody goes through some form of AP before the visa is issued.

 

That said, Pakistan is notorious for extended AP (months or longer) if additional background checks are needed.

that’s what I don’t understand. 5 of my blood brothers went through this process since 2003. None of them faced any issue. 
 

all forms, photos were there. Even in the call, they said are you willing to travel soon if we invite for interview. Then at interview she said, be ready to travel in 2 wks. 
 

if something is missing or red flag shouldn’t they issue 221g & say we need more evidence of this & that??

It is very possible they are going through your background check. That wouldn't require more evidence from you.

Isn’t all checks already done when I submit  I-130. & throughout the process. By the time of interview if something comes up, would they ask. I have seen ppl who get asked question about their past or on application. Nothing was like that 

I know I’m clean with my records.

Not necessarily. That's good you are clean with your record but Pakistan is not clean with their record keeping. That is where the issue lies.

No. The I-130 background checks are primarily on the petitioner.

Unfortunately, Pakistan is not clean with their records, hence a need to do manual investigations in many cases. That takes time.

Comments:  Pakistan does not have a nationwide system to track criminal activities.  Police Character Certificates are available for a fee from District Coordinating Offices.  However, they are not an accurate reflection of an individual's criminal record.  An applicant who has committed a crime in one district may be able to obtain a clean Character Certificate from that district or another.  Given the inaccuracy of these certificates, they are not required for consular processing.
