An account holder is an owner of the account and can not be removed by the other joint account holder(s) without consent.  An account holder does not need an authorized user's consent to remove the user from the account.

 

That makes sense. I moved all of my savings into it as I trust my partner but I suppose that makes sense too!

Barclays bank (based in the UK) has a branch located in the Isle of Man for international clients that allows you to open an account in either US Dollars, Euro or GBP.  Minimum account balance is $25,000.

You don't need a SSN nor ITIN number to open a bank account.  It seems to be bank specific what there rules are. Keep looking around until you find the right bank.

Yeah, banks have varying degrees of compliance with the federal requirements for customer identification.  The banks near my husband's neighborhood refuse to open accounts for anyone not having SSN.  His credit union won't even let me be added as authorized user.  Grr.

Bank of America was really easy to open, they just required a mailing address and passport for ID.  If you open a joint account with your partner then apparently it also helps with your credit history once you get an SSN.
