True that but again if your medically diagnosed with certain conditions you can definitely expedite your case and at that point NVC will send your request to the embassy, mostly they will approve it!!

Sent email to travel docs here is there email reply. Based on this reply it seems they are still doing pending cases :

 

Dear Applicant:

Thank you for writing to the U.S. Visa Service Desk.

We understand that you would like to know about immigrant visa services. The Immigrant Visa Unit has begun processing CR1/2 and IR/2 (spouse & children of U.S. Citizens) cases K (fiancé/fiancée of U.S. citizens) cases. Effective September 1, 2020, if you have received written notification from Immigrant Visa Unit at the U.S. Consulate General, Mumbai informing you to schedule appointment for a visa interview, please visit https://cgifederal.secure.force.com/?language=English&country=India to complete the appointment scheduling process.

The Immigrant Visa Unit has begun processing pending CR1/2 and IR/2 (spouse & children of U.S Citizens) cases K (fiancé/fiancée of U.S. citizens) cases which were refused under Section 221g of the Immigration and Nationality Act (INA) for incomplete documents in the past year. If you have received a 221(g) letter instructing you to submit required documents, please visit https://cgifederal.secure.force.com/?language=English&country=India, select “221g/pending document submission at Visa Application Center (VAC),” and schedule your document submission appointment at any of the 11 document drop-off locations.

Please note you will not able to submit the documents at the Visa Application Center (VAC) without scheduling an appointment with the VAC. Click here to schedule the appointment https://cgifederal.secure.force.com/?language=English&country=India
