Timeline

When I filed the I-129F, it was pre-Covid and I selected India - Mumbai as the site for the K1 interview for my fiance. When we filled out the D-160 we once again requested it for Mumbai. She is an Indian citizen which is why we had chosen Mumbai as the interview site; however, she is in Canada for the past few years and is there now on her work permit. Is it possible to have the paperwork sent from the NVC (it is still there due to the Covid delay) to Canada instead of India? The Canadian K1 process seems to be restarting while there is no idea when India will reopen.

 

If it is still possible to change the interview site, would she even be allowed to interview in Canada as she is not a Canadian citizen or have Canadian PR.

Applicants can interview for K-1 visas in countries where they hold legal residency, subject to agreement by the embassy.  I don't believe there is a way to switch until it is sent to Mumbai though.  You would have to request the change via Mumbai, and they would send it to Montreal.

 

Be aware that your plan may not work in your favor though, since Montreal has a huge backup that has only grown with Covid.

You can contact NVC and submit a copy of the Canadian work document / VISA and ask that she interview there.   If they don't change it to Montreal then you have to ask Mumbai.

 

@Jorgedig noted Montreal may not be fast and do note they can be a bit peculiar about the I-134.

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

Timeline

When you take a look at P3 (or packet 3) sent by the Montreal consulate to the beneficiary, it says "Canadian immigration documents" which includes work permit as well. I don't think there will be any issues with her attending the interview in Canada despite being neither a Canadian nor a permanent resident of Canada.
