Most embassies are not processing B visas now. Usually you would do it shortly before it expires, depending how long it usually takes in the country it’s being applied for.  It also depends if he is in one of the countries that will do a renewal via mail/dropbox without interview or if he needs to interview again (then it depends on how long it takes to get an interview there too. Some countries it is days and others it is months.)

Check to see if your local Embassy/Consulate is offer interview waivers to renew

 

I saw US Embassy in Philippines is offering "Interview Waivers" till the end of the year if you qualify.
