Hi! My husband will fly to the US this Sunday with a separate ticket for MNL-SFO then SFO-IAH. It’s with different airlines so he needs to check out his baggage and check in again. I’m so anxious about how it will work. Will his POE be in SFO? Will it affect anything since he’s going to Houston? How will he go to his connecting flight from Terminal 1 to Terminal 3? Please help. I am really anxious about this. I just want him to be prepared.

His POE will be San Francisco.  His paperwork will be processed in San Francisco when he enters the US.

From SFO to IAH is a domestic flight, so immigration is not involved.

He can walk from Terminal 1 to Terminal 3 with his luggage.

Hopefully, you planned for at least 3 hours in between landing at SFO and his connecting flight.

Thank you for the clarification @aaron2020. I thought his POE should be the place where he will reside. That’s why I am so anxious. Lol.

Yes, POE is SFO.  The airport is easy to navigate.  There are lots of signs and information desks.  Also lots of Filipino staff 😀

No requirement for POE to be the final place of residence.  I am not too familiar with SFO, but often times once a person exits the Customs and Boarder Protection area, airlines will have small luggage check stations for people to re-check their luggage for their connecting domestic flight.  If not, your husband will need to proceed to the check-in desk at the airline for his next flight, check his luggage and go back through security.

Good Luck!

POE is your first point of entry, so it's SFO for him. And as aaron pointed out, just make sure he has enough time to transit through SFO. Immigration can take an hour and another hour waiting on his luggage (I may be exaggerating but better safe than sorry). Good luck and congratulations!
