Same for Islamabad. The embassy is only processing emergency visas and cases already in AP.

Unless there are updates no need for it. They have the copy from NVC. Wouldn't hurt to refill it out just in case. No need to date it. No need to say anything to them. Only offer if asked for it.

Once you are DQ, you are done with NVC and the case goes to the embassy or Consulate. The embassy typically would email you a list of docs to bring to the interview days before the interview. If the embassy/CO wanted to review new info, he or she would ask you to upload to CEAC and bring original to interview. There is a chance the CO may not even ask for it. Perhaps better to wait until you are asked to upload or present the new info. But definitely have it handy thou. Good luck!

After DQ and Before the interview at the consulate, we uploaded and submitted our documents that we updated (e.g. police certificate, 2019 tax transcript, my husband's employment certificate). As for our I-864EZ, we only brought the updated version on the interview and did not upload it on ceac just to be prepared. However, In our case, the CO officer didn't ask for a new I-864EZ at the interview. 

 

The documents we uploaded at ceac after DQ remained on "submitted" status even after our interview. My interview was approved and I already have my visa on hand. I was interviewed at Sydney consulate.

I dont think you should be scared - you just need to look for other sources. According to the Visa Issuance Statistics, Moscow/Russia processed x9 immigrant visas in the month of July. They're just moving extremely slow and without any reassuring updates on their official embassy website. When you email Moscow, they send you the same copy/paste generic email about being unable to provide a tentative opening date to resume visa interviews. Unfortunately, that's the way to cookie crumbles with Moscow - but i hope to hear some good news this month.
