US citizen should have US domicile or intent to establish US domicile. Enforcement of this can vary by embassy. For example, Montreal is known to be strict on this requirement.

Yes the registration card is probably good enough.  Do you have one?

 

You do not need to be in the US at all, to file the I-130.

You need qualifying ongoing US income to qualify as sponsor, OR, a qualified joint sponsor.  Click on the word GUIDES at the top of any page here and do some homework.

Depends on the ARC.    A voluntary (red) or tourist (white) one does not kanote residency.

You can not enter the US on another Visa with the intention of Adjusting Status by filing an I-130 and I-485 (Concurrent filing).  That would be Visa fraud.

Note that 22waters is the US citizen. 22waters was asking if the US citizen needs a set minimum time inside US before filing I-130 for visa path (not AOS path).

That is correct, but the IV Unit in Manila knows that many people (including me) actually reside in the Philippines on tourist visas.  They allow extending up to three years, and you are then required to leave for only one day, to start a new three years.  (Note that due to covid issuance of tourist visas upon arrival has been suspended, so I can leave, but would not get back in at this time.)  I have 18 more months before I need to worry about that.  Will go in and extend another six months next week.
