Timeline

My wife has a daughter older than 21 and a grandchild who is 3 yrs old ! She is divorced and I would like her to come live with us with the child as long as dad lets him come ! 
 

so what petition will I need to file ? How long do you think it will take for this process ? About how many will I have to file ?

Well, till the end of the year, but he can decide to renew it if it so pleases him.

Nothing to do right now. After her I-485 is approved, your wife is the one that must file I-130 petition for the daughter. The 3 year-old child will be listed as derivative beneficiary in that same I-130 petition.

Better for you to try to move to Ukraine.  The daughter is unlikely to get a tourist visa to the USA.  To emigrate here, it will likely be about 7 years once your wife gets her green card.    I'm sure your Ukrainian wife will not like that at all since you have been asking about this about 6 months before even getting married.  Perhaps you should consider the "now" instead of waiting to the future for a few additional years to retire.  You can live well in Ukraine on your pension.  To add the additional cost of adding 2 to your living expenses here in the USA, that's quite an expense.

We can wait the 7 years ! We have discussed going there to live also ! We might split time after I retire and live in both countries ! As far as the cost it is what it is !

Nothing in the process of applying has changed in the year plus since you first asked the question,   Your wife needs her green card to file and then there is a wait for the visa number to become available.  And correct there is an Executive Order at the moment baring visa issuance to children of legal permanent residents.

April 30, 2018  Mary moves from the Philippines to Mexico, Husband has MX Permanent Residency

June 13, 2018 Mary receives Mexican Residency Card

June 15, 2018  I-130 DCF Appointment in Juarez  -  June 18, 2018  Approval E-Mail

August 2, 2018 Case Complete At Consulate

September 25, 2018 Interview in CDJ and Approved!

October 7, 2018 In the USA

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well
