Visiting husband and bringing marriage certificate to prove marriage, so I assumed husband is either USC or LPR, meaning OP is exempt from the ban. *
 

(And...thanks, but I don’t have time to read pages and pages of info and call numbers to try figure out what you consider “helpful” here. If you’d highlighted what you considered relevant that would be helpful.)

Nothing, she’s not immigrating, she’s visiting. And some states have quarantine requirements

If you are, it's likely you have to fill out a survey when you arrive.

You can be fined if they find out you didn't quarantine, I think that's only happened to 1 person so far though.

But it sounds like you have no plans to follow that.

So yeah I have a pending I130 - flying from a Schengen country indeed but embassy said I’m exempt from it because I’m married to a USC. So I also printed out the proclamation to show them at the airport

Remember not to try and check in online. Your esta will be automatically cancelled. Instead, arrive a bit early at the airport and they’ll need copies of the marriage certificate and a proof of US citizenship of your spouse (Passport, birth certificate) to let you board.

I’m not sure about the accuracy of part of your comment. 
Attempting  to check in online on the airline website can not do anything to the ESTA records. The ESTA is a US govt process, not an airline process. 

Checking in online is likely to not be possible in the current situation .. attempting to do so should result in a notification advising the passenger to check in at the airport. This has been my recent experience. 
Totally agree to give yourself extra time to check in at the airport and to make sure you have all your documents in order

Airlines send their manifest over to the government 24 hrs or so before the flight. There are many reports on here of people having their esta cancelled. Both here and on flyer talk. 

 

Official guidance from the London embassy is do not check in/attempt to check in online.

 

The rest was also things mentioned to me when I flew last week.

What Melc shared is accurate. Recent example of CBP canceling ESTA right after checking-in online for the flight:

If you travel, please follow the steps below:

  • Do not attempt to check in for your flight online if you have an ESTA registration.
  • Arrive early for your flight.
  • Carry any documentation that you believe demonstrates why you have been excepted from a travel restriction, such as a Permanent Resident card (commonly known as a Green Card), a marriage certificate, or a birth certificate, so that it is available if it is requested for review.
  • You may also wish to carry a copy of the Presidential Proclamation itself.
  • Your status will be reviewed in consultation with U.S. Customs and Border Protection (CBP) officials.
  • If applicable in your case, your ESTA will be reinstated in order to allow you to board.Finally, please note that the U.S. Embassy cannot provide an official letter stating that you are excepted from a travel restriction.

Yeah I saw that indeed, that you can’t check in online with esta or that they will cancel that, i still have a valid esta till November 2021 so that will be more then enough I think.

You can fly here no problem! My sister flew they just asked her what she was doing and she did not have to quarantine! Honestly she said the border agents didn’t even care about Covid lol she did have a return ticket and that is all they seemed to care about. She travels to the USA a lot and has a great travel history.

Oh so nice for her! I’m a little stressed you know haha it’s coming closer I’m flying on the 17th.. I just want to see my husband and I hope the CBP in LAX is also like that..
