Our I-130 was approved by USCIS and we are now at the beginning of the NVC process. When do I need to submit the I-212 waiver?

 

A little background info: My dad entered the US in 88 asking for asylum but was given a deportation order instead and he never left but was under TPS for a while until 2007 when he could no longer pay for it and was arrested and finally deported back home in 2008. He was given a 10 year ban and when that expired that is when we started the I-130 process.

So he has not physically been in the USA for at least 10 years? He has served his ban if that is the case.

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

No he has not been here at all since then. Does that mean that he does not need to file a waiver to re enter?
