Sure - but it depends on how the country your fiance is in.  If things are opening up then you can consider doing it.

HCMC is making process.  If you are comfortable spending the money on the MRV fee you can proceed.  MRV fee is good as long was you can schedule an interview within a year ( you don't have to actually have the appointment)

HCM consulate visa issuance back to normal, do it now. She can fly out in by the end of the year.

Omg, So the embassy is progressing the k1? Should I wait for the letter?

I am still waiting for the letter and I also have to change/fix her address but was waiting for the embassy in VN to open.

I am pretty sure you have to do DS-160 first, pay fee and schedule interview on ustraveldocs. Then she has to go get "Ly Lich Tu Phap" from local "So Tu Phap", and medical report. You also need to send her I-129F approval, I-134 with current tax transcripts, evidences...

Okay, i will do the ds160 first. I just hear people say do it later, so i get confused. My case still at NVC, so hopefully they send it to saigon soon.

The person gave you false information. Vietnam is not processing K1 visas outside of emergency appointments.  https://vn.usembassy.gov/visas/immigrant-visas/

They are still not processing routine visa requests at this time.  I do personally think they are close to reopening, sometime next month maybe, but there is no way anyone would know when they will without an announcement.
