So I’m curious. My case has been at the NVC since early April. The State Department gave permission to start phased reopening for embassies over a month ago now But I’ve only seen a few embassies actually start processing K1s, such As New Zealand, Jordan, Bolivia, and Taiwan. Are there any other countries I’m missing that started? I’ve also heard that Jordan later removed the k1 visa processing after they put it initially. So what’s going on? Are there ANY countries that are actually processing?

Routine processing

Certainly not Bolivia.

The United States Embassy in Bolivia remains unable to resume routine immigrant and nonimmigrant visa services at this time.  We will resume routine visa services as soon as possible but are unable to provide a specific date.

YMMV

Directly off the website.   Some might say Manila is too, but it is not.

YMMV

Just a word of advice. Please take any advice from FB groups pertaining to immigration with a grain of salt. A very small and bitter grain of salt. FB is plagued with misinformation. At least on this site we have knowledgeable and experienced people who often check these type of things like @payxibka did.

If you are linking to refer that some embassies have issued K1's, it's because most embassies will consider emergency K1's.  I believe the most cases that sucessfully gets expedited is where the US fiance is in the military and is about to be deployed.

Those links do not state if any of the those embassies are processing routine K1 visas.

Always defer to the embassy itself for accurate info, rather than FB.

It depends how the country is handling COVID-19. By the looks of this page, countries that have largely got a hold on the virus and are reopened on a large scale (ie schools are open, public gatherings are allowed, airports are open) are allowed to move to Phase Three. Also, please look at the below image:

By the looks of things, if your embassy to processing IR/CR visas, Ks will be next in line. Bear in mind most of these visas that were non-mission critical only started getting processed a month or so ago, so there is probably a little bit longer to go.
