Also, another thing I forgot about that could be done to cut some wait time. I'm not sure if it's going to relevant but I personally think it's better to tell someone of an option even if it's not feasible.

 

EB-3, including "Other Workers" which has no education/experience requirements is currently only backlogged about 16 months is another thing they could be sponsored in. So as long as you know someone who would be willing to sponsor them as employees for some complete BS job then that's another option. Of course they would still need an I-601A waiver where again your mother will come into play as the qualifying relative. On the bright side they could start the whole process before your mother's an LPR. 

 

Finally, there's the green card lottery, which is not something I'd personally count on but hey, entering the drawing is free, and you never know they might actually happen and win. You always apply for basically the year two years in the future. I personally have a relative who won a green card back in the 90s. Yes, you can also get I-601A waiver for this as well and USCIS actually processes them on an expedited schedule solely because of the time constraints for issuing DV visas.

As long as it's a direct flight with no stops outside of US it should be fine.

TSA won't ask. I'm in removal too and flew just fine on my NY Driver's License, though that was a flight within continental US.
