Thank you for your assistance.

 

With the freeze from the government, will USCIS still advise that the processing is being done and will have to wait until all is over?
 

While this processing is being done both when the wait is over and while waiting, can the mother come up for and visit?

the only ban has been for the interview until January, but the process has been non stop, you can file the i130 whenever you want to, it could take over a year for an interview, the ban will be over by that time

 

if she already has a tourist visa and she can visit during the process

Thank you. I have shared the knowledge with my friend and her mother... They were a bit disheartened that it might take over a year. Guess they saw that the process should take about 6 months or so, I told them about the ban but they were thinking that after the ban (hopefully lifted next year January), they will get through within 6 months... But that's the way it goes, I guess.

There is no ban for filing the petition, so advise your friend to file ASAP.  The ban only applies to visa issuance.  Assuming the ban is not extended beyond 2020, it won't matter by the time her mom's case gets to NVC.

Oh ok I figured that there was no ban for the filing of the petition. She started the paperwork online and had some problems with not being able to input certain required information. So she is going to do the paper filing, will they still send a notice that they received the paperwork and all the other stuff they do if there was no ban and/or if she did it online?

Yes, USCIS will still send a receipt notice whether your friend files online or by mail.  The visa issuance ban does not concern USCIS.

Piggy back on this thread, so I don't need to create a new one.

Can the I130 be filed for a parent of a US citizen while the parent is in the US? The parent is originally from Jamaica. And what's the process? I don't see it anywhere and just wanted some guidance please and thank you in advance.

So this same person came over with the intent to adjust from a tourist visa?  Do you know that is fraud?

Aware of that, thanks. 

Why I was asking initially about the adjustment of status, is that I read somewhere that you can submit the I130 while the parent is in the US and then something about the adjustment of status, so that is what I was seeking clarification on.
