Will Filipinos who try to exit the country to travel internationally be denied boarding if they dont have the CFO CERTIFICATE?

Do dual citizens of the Philippines and USA need the CFO?

If a Filipino is simply "traveling internationally" CFO is not required.

All Exiting Emigrates are required to complete CFO (GCP or PDOS)    OFW are also required to attend CFO.

If a Filipino has an immigrant visa in their passport (or K-1 visa) then a CFO sticker in the passport is also required.  And yes that means they would be denied boarding without the sticker.

A dual citizen IS NOT an exiting emigrate.

Your child IS a USC!   No visa, not an exiting emigrate.   NO ... CFO!

Present both passports at the airport as you are getting boarding tickets

If they are only PH citizens and they did not complete their CFO examine prior to trying to immigrate to the US, the officials at the PH airport will turn them back. I saw a review of the Manila consulate and a K-1 visa applicant did not do their CFO seminar. They said no one told them about it, showed up at the airport, and were denied boarding.

Here's another comment from a few years ago. "I'm glad we talked about the CFO GCC Sticker and stamp.. 7 people DID NOT KNOW ABOUT THIS!!! One was turned back at the airport!!"

Yeah I have seen many people on here get pissed off at the embassy because they weren't told about it. But it's not a USEM requirement but the Philippines requirement

To be fair, USEM actually mentions on their website that the CFO seminar is required by Philippine law.  Apparently, they even included an info sheet about it with the visa packet.  But I guess that's no longer a thing?
