BI is  allowing people with student visas to leave from their website, they are also allowing those with visa for spousal/fiancée to leave as well from many reports on here.

The problem is that the OP is looking for a place to meet right now. Usually that means a place where they both can easily get visas, but now there is the additional restriction that Filipinos would need a permanent visa, or something similar, to even leave the country.
