Filling out the Form I-944 (Declaration of Self-Sufficiency) now for my Adjustment of Status application and a bit confused whether to answer the below 2 questions as "No" or leave unanswered.

 
Q. 17: Have you disenrolled, withdrawn from, or requested to be disenrolled from the public benefit(s)?
 
Q. 25: Did you withdraw your application(s) before being certified to receive the public benefit(s)?
 
Both questions do not apply to me so I'm wondering if I should just leave the questions unanswered since they're not applicable or answer "No". But I'm also hesitant to leave anything blank since the form doesn't explicitly say otherwise. Curious what other people have done if this applied to your case.
 
These are the instructions from the form:
 
Item Number 17. Disenrollment from Public Benefits. If you answer “Yes” to Item Number 17., please provide evidence of your disenrollment or your request to disenroll if the public benefit granting agency has not processed your request.
 
Item Number 25. Withdrawing a Public Benefit Application. If you had applied for a public benefit but withdrew your application, provide evidence demonstrating that the public benefit granting agency received your request to withdraw the application.

Do you have the new update about this form? As of July 29th, it is not a requirement whilst filing. 

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Not quite true. Even though it was lifted, USCIS still doesn't require the form. The new injunction says the USCIS can ask for the form, not that you must send it. So far, USCIS didn't change the requirements again, and the form shouldn't be sent. 

 

I doubt they will ask for the form for only 47 states. That would be a mess at the lockbox. They will probably ask for it again when they are able to request it for all 50 states.
