My father who is a resident is petitioning my brother. I am just doing all the paperwork. I am also his cosponsor.

C stands for current.  Is everyone waiting till next year due to Covid19?

Yes, there is a presidential ban on it.

He is turning 21 in March. Is there anything I can do to expedite?

I thought he could get interviewed before the ban ends but not be able to travel until December 31st. Is there a chance he gets interviewed before to prevent aging out?

If you got DQed that means you finished DS260, his CSPA age is locked so don't worry. Just wait until he has his interview.
