Potentially relevant information: I am the petitioner living with my spouse in Ireland, we submitted the I-130 packet to Dallas, Texas, so I guess the Texas Service Center? It was forwarded to Potomac Service Center before being sent to the NVC. Hoping to finish things in the US Embassy in Dublin.

I would definitely submit it again to the NVC portal. When you get into the portal you will see that it is broken down into two sections -- one has folders for everything the beneficiary needs to submit, and the other has folders for what the petitioner needs to fill out. So unless you see that they have already uploaded the copy of the I-864 you provided, you will have to upload one into the appropriate folder in order to have your case fully DQ'd (Documentarily Qualified). On the plus side, this form is one that does not have an option for filling out and submitting online, so if you made a copy of the one you already filled out you'll already have the info to put into the updated form with the 2019 tax info.
