Online Spouse Petition, What do I select here??

We're applying from Peru, and want the interview to be in the embassy in Lima. These are the only options they're giving us-- States, territories, and armed forces bases. Not sure what we should put here... any help is appreciated!!!

not sure which form you are looking at but you are applying as married 

and will not be doing AOS here and this says response has to be provided so you are on the wrong form

The correct answer is "Not Applicable" or "NONE", as she will NOT be adjusting status.  Pick the best answer you can.  Maybe it's unknown but look for NONE etc.  You'll answer Lima in the next question.

I looked at the I 130 form and this question is not on it

Looks like Part 4 question 61 on the paper i-130.  That has

"The beneficiary is in the United States and will apply for adjustment of status to that of a lawful permanent resident at the U.S. Citizenship and Immigration Services (USCIS) office in:"

 

which does not apply if the spouse is not in the USA.  Maybe an earlier question was mis-answered to get to that question

on the online version?

Then you didn't look hard enough.  It's there and has been through several past versions of the form.  The OP says they are applying through Peru, so not adjusting status here.  If they were adjusting status, the I-130 would still be one of the correct forms, but they would be posting in the wrong "forum".
