Multiple Police Clearance Certificates

My Wife is From Tajikistan, currently in Moscow.  We need to get Police certificates form both Russia and Tajikistan.  With current travel restrictions, unable to get back to Tajikistan.  Does anyone know if she/we can get them via E-mail?  The postal system in both Tajikistan and Russia is mostly nonexistent.  or could she have a family member get the document for her? maybe using a "Power of Attorney?"  It does state on the https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Tajikistan.html  site that any public notary can make a certified copy.  Do we try and hire a notary or what?  My mind is spinning thinking of what to do.

Me too. Our case is stuck in NVC because of this police clearance that I have to obtain from my country of birth . Since I already a naturalized citizenship of my country of residency , I have a difficulty obtaining the police clearance from my birth country . I went to the embassy to ask for help and they said I need to go home and file myself . The problem now is there is no flight!!! My country of residence   has close the sky because of the pandemic. Hopefully I can solve this problem soon so my case will be reviewed by NVC and eventually get dq. It’s been more 2 months now since I got the welcome letter of NVC

I don't know about Tajikistan, but as for Russia she can order a police background check via website  https://www.gosuslugi.ru. and get the result in a week at the Police department. or if she's not registered on that website she can ask someone who's got a profile and they can request police cert.
