Very Easy

I have known more than one guy engaged to girls from Philippines and never met in person.

.. How would you even know if you will get along unless you spend time together? Talking to someone on the phone is very different from spending hours together one on one.

I agree.

That is why I used to tell guys going to Philippines to not even waste time chatting online with anyone, just go there and spend a few days in a few cities. Meet many people, don't hang around the firt girl you get along with, you are only cheating yourself.  I long ago quit coaching guys who were thinking about making their first trip to PI.

USCIS will waive meeting if you have "hardship in meeting"

Do you due your homework and get you supporting paperwork in order, and then file your K1.

I have seen a few approved without meeting face to face from the Philippines.

I have seen less than a handful worldwide get the meeting waiver. The OP might eventually get there, but they're a long way from it IMO. Besides medical documentation of being unable to fly to PH, they would need to show that they cannot met anywhere else. So documentation that she can't get a visa to the US. Documentation that she can't get a visa to somewhere he can travel to (i.e. if he can travel by land to Canada or Mexico, or by cruise elsewhere...or documentation that he cannot travel there either).
