It is preferable, imo, to wait until a day after the window opens to sign & mail the package.  Too many people mail it before the window even opens.....then worry about it arriving too early.

we will be writing a cover letter... is it the norm for both me and my spouse to sign on it (bottom)?

my mom is writing a small letter as well... as we have been living with her rent free. do u think it should be notarized or not?

In our case, I, US citizen spouse,  signed the cover letter per the example in the VJ guide for Removal of Conditions.  My wife did not sign the cover letter.  If sending an affidavit from a third party, it should be notarized, imo.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

We both signed the cover letter in our case. I don't think it really matters who signs it...it's just a cover letter. They want to see what's in the packet.

Our affidavits were not notarized. The I-751 instructions do not state it as a requirement. I doubt they will really have any meaningful impact whatsoever, though.

I called uscis today and found out that my package was rejected, asked what was the reason the agent said she did not have the exact answer to what was the reason it only says other.

so I will be waiting for the mail to see what I did wrong oh my God I’m so mad :(

I’m pretty sure that everything was in order, the only thing that I can think of is they received my form earlier than the 90 day period or because I dated the form before that period.

any idea to why would they reject an application?

I just want to ask how did you receive the packet back? Is it through USPS? I feel that my packet will be returned as I sent a wrong fee

A cover letter is not required and a signature is not necessary. I didn't sign my cover letter at all.
