I am getting ready to apply for passport through a USPS location and aware that some Passport processing centers are phase 2 which gives me courage but wondering if there is a way to know which passport centers are connected to cities so i can make decision based on their phase openings.

you are part of a queue of backlogs. just because you apply at a certain USPS center does not give you any advantage

This is where your passport applications go.

Routine Service (If you live in California, Florida, Illinois, Minnesota, New York, or Texas):

                National Passport Processing Center
                Post Office Box 640155
                Irving, TX 75064-0155

Routine Service (If you live in any other state or Canada):

                National Passport Processing Center
                Post Office Box 90155
                Philadelphia, PA 19190-0155

Then they get sent to various open centers for processing.

Eventually, Passports are sent from Little Rock Arkansas

True, however passports from cities and states are sent to different passport processing centers. Since i am in GA, i am trying to figure out which Passport center process it.
