So we just received a Notice of Immigrant Visa Case Creation email which directed me to create an account at the CEAC website. After I logged in with my NVC case number and invoice ID number, this is displayed under the Summary Information section of the site:

Due to the numerical limitations on immigrant visa issuance prescribed by law, this petition is not eligible for further processing at this time. The National Visa Center (NVC) will retain the petition until an immigrant visa becomes available. The NVC will notify the petitioner, principal applicant, or attorney of record when this petition is eligible for further processing.


The Fees tab is currently grayed out.

Is this normal? How long should I expect to wait for the status to change so I can send pay the fees and submit the documents required? Any help would be appreciated as I'm entirely new to this.

Yes, this is normal for quota-limited categories (F1/F2/F3/F4). You will need to watch your category in the monthly visa bulletin. You will get a call for document submission around the time your category is current in Table B (dates for filing), and will not be able to get an interview/be issued a visa before it is current in Table A (final action dates).

What visa category are you and what is your priority date?

What is your visa category? FB-1 (family, 1st preference - unmarried son/daughter of a USC)?

What is the I-130's Priority Date? Presumably it is not current yet. https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html

Visa category is FB-1. Priority date is March 30, 2012.

Your date has just become current for documents for filing (table B) in the August visa bulletin, so you can probably expect a call for documents sometime next month.  Your visa interview will likely be next year sometime - note though there may be some backlog building up from the fact that this category is one of the ones banned for visa issuance by president trump until year end.

FB-1 from Philippines is current through September 1st, 2011. So there's roughly a little under a year or so left of a wait. The actual date can advance or regress.

The Dates For Filing chart shows they should be accepting documents for petitions with that Priority Date starting next month, so you will be able to submit documents sometime then.

 

All FB-1 visas are banned right now through the end of the year, so I would not expect to get too far until at least 2021. But they can go through NVC processing up until scheduling the interview.
