Your choice if you want to continue working with them or not. Personally, it sounds like you are unhappy with their services/lack of services, so I'm not sure why you would continue to use them.

Also, what country is your fiance from?

Generally, you need legal residence in order to interview for an immigrant visa. The consulate makes the final call.

Go to the bank and pay the fee to cancel the check

continue the process yourself

send him an email telling him he is fired as he has not done anything (after you cancel the check)

10-12 days to get NOA1 after you mail it.
