We sent an email to ivmanilareplies@state.gov. Their email was signed "CONSULAR COMMUNICATIONS GROUP." I wonder if they ever escalate cases for further review and consideration.

I have sent them emails in the past. I never got replied to,  Last email I sent was about 2 years ago.  Waste of time from my experience

Fortunately I didn't take your advice,  otherwise my wife would not be here.

YMMV

Mine took several weeks for a reply, but I did eventually get a return email.   This was precovid.

I did get a reply--albeit a template, directing us to file online. I outlined our case, with links to USCIS memorandums. But still got a template response. But anyway, it's water under the bridge now. Or is it worth trying again? We have just finished putting together all supporting documents, and are weighing in on whether to file online or try for DCF again.

Almost taking a job doesn't qualify.   Actually having an offer in hand with a short relocation period, might.

YMMV

It's my husband who's a US citizen, I'm a Filipino. I doubt though that he would go to the USEM without an appointment. He hates waiting and inconvenience. But thank you. This would be our last resort, I guess. I just hope there is a better, more streamlined way of doing DCF

I figured you Husband was Kano.   If he does go, he will have to bull rush thru the Philippnes Security Guards they will try to get you to move along and have some "lame" excuse, Tell him to go to the front area where the cars enter and their is a window and they will call a US consular officer and hand you the phone to talk with.  Of course you have to be a little pushy to get this done.  But once you get an American on the phone, they are very accommodating and helpful, at least they were to me.

Mine wasn't directly related to a ongoing case, it was a general question I emailed to them.

Other wise I would of used all path available to get hold of them, including blowing up there phone, emails, and couriers if needed.

One thing is if you stay diligent and stay on top of it, then you will have a much better success.  If I was in the the female who is trying to do the DCF,  I would for sure email them,  and for sure have the Husband call them.  I would make this a priority

I agree with diligence and persistence.   In this situation the burden is primarily on the USC as the beneficiary spouse is nobody yet.

Unfortunately, USEM MNL seems to be operating like a local organization. I would think we don't have to do it but I guess it is what it is. Thanks for the tip!

He did have an offer but he didn't take it as USEM rejected our request.

Has anyone tried to get DCF at USEM based on emergency/Medical/ etc lately during the whole COVID shutdown?

Prior to filing a stateside petition you could ask about doing under exceptional circumstances as cited prior. This should be in writing to IV unit   If you already filed then you are just asking to expedite at USCIS/NVC/Consulate.

I believe the case in Turkey was for a couple that was a 3rd country national who was diabetic without any family there and the USC wife was headed back to the US.

Remember for a DCF claiming the USC needs to relocate because of a job then the USC needs to have some form of "residency". Old rules were 6 months of residency.

He is here on a foreign government official visa and I believe it could (or not?) waive his residency requirement. It would have been really nice if we were given the chance to present our case (I know I'm just being idealistic).

Let's say we file online and he accepts a job in the US before the approval of the petition, can we request for expedited processing?

Look at how many DCF's were approved in Manila in the last 3 years...It may be possible but it is also possible that I will walk on the moon someday.

Look at how many DCF were processed since the USCIS office was closed   = 0
