It is my understanding that the only thing that you need to send with DS-230 is a copy of the passport biographic page of your wife. All the things such as birth certificate, police certificate, and marriage certificate are needed once you get the interview date. Then you will need to worry about those things.

Did they say what package? If you sent in the I-864 form, I assume you already received and paid the Affidavit of support bill ($70). Did you receve and pay the IV Bill? If so, chances are it's the DS230 package.

Do i need birth certificate of my wife? (Since she is benificary)

Marriage Certificate (Notarized?)

It depends. Due to new rules there two different requirements depending on the country. Click on the expected city your wife's visa application will be processed. If it says STANDARD processing, it is just Part I and a NON-NOTARIZED copy of her biographic page of her passport. If it is APPOINTMENT, then you will need to submit Part II with additional docs.

Per Jame's:

To find out whether NVC is now requiring more for your country, go to http://travel.state.gov/visa/immigrants/info/info_3176.html Select your embassy post from the drop-down menu and click on Request Instructions. On the page you are "directed" to, click on "Download all the immigrant visa instructions on [standard/Appointment] NVC Processing Post]." If your embassy/country is Standard, you still only have to send in the passport bio page with the DS-230 Part I. If Appointment, however, read the instructions carefully and note that you will have to send in both DS-203 Parts I and II as well as a bunch of additional docs such as birth, marriage, divorce, and police certificates, all of which must be translated into English for the NVC. (Hence, the need for starting early to round these things up!)

and one more things I heard some ppl said you turn in some sort of fee and documens to ur local VFS center in india? now my wife is in chandigarh when she will pay this fee and how do we know this ????????????

Not sure what you are referring to. My guess is that the documents she needs to give would be the same ones you listed above IF you are just submitting the DS230 part I. Once again, check the link in Jame's post I copied above to see what the requirements are.

Thanks yes i have paid IV fee bill and all other fees of AOS i hope it DS-230. I am still not sure if i have to fill out both parts of DS230 anyway my wife has alredy filled both parts sigened without dated and send it to me lets see what happen next.

I am not sure if she is supposed to sign the Part II part as that is done in front of the Consular officer if I remember correctly.

Also, click on the link I sent above and see what city she would be completing the visa in. It will tell you what to expect.

As for the DS230 package refer to this NVC flowchart. Click HERE.

You can see where things will progress. Just check off what you have already completed and you will know the next step.

It seems to me it's the DS230 package. Good luck!
