It doesn't matter how many stops the flight has, first stop in US is POE and your fiance goes through immigration.

jlvr, some airports in the Caribbean have US-destinations PFI's. If the traveller flies to US from one of these (not sure that Kingston is one), then US immigration is cleared (and K-1 activated) before boarding flight to US.

(I don't know if the Caribbean PFI's also clear customs).

Quite a number of airports have the POE at the airport prior to boarding the flight. If this is the case at your fiancé's departure airport then that will be their port of entry.

You're right, Kingston is not. 4 in the Caribbean - Freeport and Nassau in the Bahamas, Bermuda, and Aruba.
