i saw a post that Aug 15 is phase 3 without a source. Wanted to see if any info out there 

None of those 'phases' have anything to do with embassy reopening.  Phased openings are being done on a VERY local basis around the United States.  While one county within a state may be in phase 3, the next county over may be in phase 1.5.  There is no consistency or plan really, as some phase 3 reopening have had to go backwards as infection rates rise.

 

Same is true for the consulates and embassies.  Just because one opens for routine services, doesn't mean the others will.  And, US embassies abroad do not have to make decisions about opening based on local conditions or conditions abroad.  They have full discretion when it comes to the health and safety of their workers.
