Hello, my husband and I are currently stationed overseas. It is time for me to apply for my citizenship as we have been married for over 3 years. I am preparing my application and have a few questions. I emailed the consulate nearby about getting the fingerprint process done there since we are not stationed in a base and want to do the whole process overseas. They emailed me back asking for a I-797 action of notice to see if I am elegible to get fingerprints. I have seen from other people here that they have been able to send in their fingerprints along with the application and evidence. I’m not sure if they are asking me for a I-797 after I send in my N-400 application and uscis reply’s asking for fingerprints. Either way I will call them tomorrow to ask, but was wondering if anyone else has done the overseas process without having a military base to go to.

Are you not subject to the citizenship residency requirements for some reason?

When in Canada last summer, I went to the local police station in my hometown where I applied to have my prints/background check done.  Due to an error in choosing the wrong drop-down box at the time of submission (the reason for the application must be, "Under the Privacy Act, NOT Visa/Border crossing), my entire background check was rejected, but by that time I was back overseas in Germany.  I subsequently learned that the RCMP would accept my fingerprints if I submitted them through a third party and I could do the entire process from over here (plus additional fees).  I contacted one of the companies from the list I attached below.  The company sent me a package with detailed instructions (via email) and have been very quick to respond to any questions I have had.  I am currently waiting for my (hopefully) correct police check.
