EVER is very different than ANY. Again we won't have this discussion is the instructions were clear.

 

I've looked into it deeply as well and I found out most of opinions, lawyers, and testimonials point to either replying YES with an explanation and documentation or NO but be ready to prove every minor tickets have been paid off at the interview.

 

I still don't get why you would advise someone to reply YES *and* not to add explanation and nor documentation.

I have a similar question (I apologize for hijacking the OP's question), as I am preparing for my early filing of N-400 next month. I have two traffic citations (one for an illegal left turn, and one for running a red light) from 2010 and 2014. In both cases (as I was cited by police) I pleaded no contest and I took the 6-hour traffic safety online course to avoid having these infractions documented. I have the receipts from the Austin Municipal Court for both cases, for $20 and $30, but I assume because the cases are so old I cannot look them up in the court's website (and I do not think I have the traffic citation slips anymore).

 

I am happy to respond "YES" to this question, and attach the payment receipts along with a short explanation of what they were about, but I am afraid, as someone posted above, that it might unnecessarily complicate the adjudication of my case. Thoughts?

I have received two speeding tickets over the years. One from 2004 and one from 2014 or maybe 2015. I paid the fine for the first offense and took an online class for the second infraction. 

Have you EVER been arrested, cited, or detained by any law enforcement officer (including any immigration official or any official of the U.S. armed forces) for any reason?“
 

I took the instructions as they were stated and answered “yes”, I was cited on two occasions. I then spent very little time tracking down the court for my first offense and received documentation to prove that I paid the fine. The evidence for both citations was submitted along with my application. 
 

I didn’t like how the online application opens up a new box for further clarification when you say yes to that question but felt it is there for me to clarify my position and I took the opportunity to do so. I slept well that night. 
 

It’s up to you what you do. This is the way I interpreted the instructions.

H1B: Feb 2001 (London)

L1A:  Jan 2014 (London)

AOS: May 24th 2016 - June 20th 2017

N400: March 23rd 2020 - June 29th 2021

Passport: July 1st 2021 - August 30th 2021

Again, I'd follow the question text and the USCIS guideline (regardless of what someone thinks or feels here). In this case, I'd just answer "yes", and explain that the payment was done and case was closed. You don't need to attach/submit additional docs to prove that (as the guideline text suggests that for citation below $500 you don't need to), but take those receipts with you to the interview just in case the IO asks.
