Could be any number of reasons.  If it is about background checks, it would be looking at your background abroad.

No.  The US embassy in Russia is not checking whether you've broken US laws, post interview.  Believe me, they've already run your name, and the name of the petitioner, through the FBI database, and others.

 

AP, or 'administrative processing' can be instigated by anything that prevents the embassy from making a decision on a visa.  It could related to a person's criminal history, previous marriages, education, profession, ties to certain groups, travel to certain countries, US visa/immigration history, etc.  The list goes on.

Ok, got it. and yes the petitioner has a misdemeanor from like 10 years ago.

Which he disclosed on the petition, correct?  Again, that is not going to be the issue if you have gotten to the point of having had the interview.  The petition is about the petitioner.  The interview and issuing of the visa is about the beneficiary.

Yes, he did disclose it. 

What about the fact that we have a co-sponsor, the petitiners father? Or its again not the issue? Its just I don't see how my education, absence of criminal records, visa history could cause the AP 😕

If you have an eligible joint sponsor, then that wouldn't be the problem.

 

I'm sorry if AP doesn't make sense to you, but no one here makes the rules.  It is what it is.  Ultimately, it means that they do not have enough information to either issue the visa or deny the application.

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
