Incoming F1 student

I have a F1 visa interview on August 3. In FAQ which was updated on July 15, it says

 

"Initial students currently in the United States that have reported to their school should be made Active in SEVIS and follow the guidelines the school provides to all its F and M students related to COVID-19. If Initial students have not arrived in the United States, they should remain in their home country."

Does this mean the first year students who recently had F1 visa issued are going to be rejected to enter the US?

You haven’t had f1 issued yet and should ask confirmation at interview.. 

 

however reads to me that if your in home country you should remain there.

Seems contradictory to the fact that most of the embassies that are reopening appear to be prioritizing F1 visa interviews, to try get them issued in time for the school year to start. Why would they do that if these visa holders were not going to be allowed in? There is no ban on F1, obviously students coming from countries under the 2 week physical presence ban need to make some kind of plan around that. I agree, confirm at interview, but I would also contact the international office at the college you will be attending for clarification.
