Correct. Yup, I saw the ruling....which allows the visas to be issued despite the ban (as this was required to happen ASAP or they were gone forever) but has not yet waived the actual ban on entry.

Yes - so it seems they will be issued visas but there will be some notation on them preventing entry during the ban. Interestingly the wording of the DoS statement seems to say those who get reissued visas for visas that expired before they could use them, but who were in possession of valid visas as at the date of the first proclamation, may enter as they fall under the exemption.
