Just wondering if it’s possible to visit the USA from a country that still has restrictions and the airport isn’t open, it only allows flights that take out us citizens and residents. Had anyone been able to visit and be able to board those flights that is for us residentS and citizens. Wanting to visit my spouse. Thanks.

It would be helpful if you could identify which country you are talking about and whether your spouse is in the USA as a citizen, green card holder, visa holder, etc. There are different answers for different situations. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

The US does not care about restrictions in the country of origin, it cares about its own restrictions. These are currently for people (with limited exceptions) coming from UK, Ireland, schengen, Brazil and China, or who have been in those within the two weeks prior to travel.  As a spouse of USC you would be exempt from that ban, but not if your spouse is a LPR.
 

Being able to board those flights as a visitor is an entirely different question that you need to address with the airline chartered for the repatriation flights. I know of some people with immigrant visas that have been able to board them, not sure about normal visitors. And they tend to be very expensive from what I hear.

How would you return? You aren’t a US Citizen or Resident so why would those one way flights apply to you? Fast track to AOS is my thought. Doesn’t seem doable to me. Also seems very cryptic you are leaving out country of origin..

On checking post history seems OP is waiting for spousal visa interview so agree very slim chance of being allowed in even if she is allowed to board a flight.

The repatriation flights are for people to come home, not for visitors to come for leisure. You can’t take a seat on that flight that might be needed by someone who needs to return home.

There is no repatriation for you in the US since your not a resident or citizen.
